Introductory words by Ricardo Alarcón, ex ambassador of Cuba before the UN and president of the Cuban Parliament.
In the imperialist war against Cuba, immigration has been the oldest weapon used. Utilizing it since1959 - and still today - when it welcomed with open arms Batistas henchmen. When in February 1959 Fidel assumed the task of leading the nation and designing a revolutionary agenda, Miami had already become the home of thousands of Batista's refugees and had already become the hornet's nest for assassins and the worst of the corrupt scum.
Also, joining this group were, those affected by the new measures that benefited the people, corrupt politicians and the corrupt element that existed in this neocolonial nation. All in the caldron of the CIA, serving as an instrument of anti Cuban politics.
In recently declassified documents, an ex director of the CIA, had asserted that since 1959 one of the agency's goals was to create in and out of Cuba an "opposition". Something that still goes on but is no longer a hidden agenda; as today, in Washington, it manifests itself in anti Cuban legislation as with the Helms Burton law, among others.
To legalize the status of that mostly corrupt element that first immigrated and to make it a permanent weapon of destabilization, in 1966 the Cuban Adjustment Act was enacted. This law legalized the migratory status of all those who had illegally migrated since 1959, giving them US residency and the authorization to work. No other group has ever been given this special treatment, nor was it ever given to the thousands of Cubans which had immigrated before the Revolution. The US is the only country in the world with two immigration laws: one for all other nationalities and one exclusively for Cubans. What better prove can there be of the manipulation of immigration used as a tool against Cuba?
It is a tool intrinsically immoral and perverse, for it has transformed people into objects to be cynically manipulated, without taking into account his humanity nor his sentiments; it is a tool designed to hurt all Cubans, as when 3000 doctors, half of the doctors at the triumph of the revolution, were given visas to leave the country.
Operation Peter Pan shows how low and how repugnant the truth and ethics can go... This operation based on gross lies, became fertile ground for the deranged minds of those anticommunists; some of the anticommunist hysteria formed in some private schools, taught by teachers. It's roots which are profoundly unpatriotic and vulgar in nature, has always characterized the ideology of the counterrevolutionary ruling class in Cuba.
For them nothing can be done without the permission of the yanki. Cuba could not be an independent nation. They were confident that at any time the Americans would come and would finish the Revolution. If the Americans intervened in 98 and 33, they would reason, this would surely happen again. They also would reason shamelessly that Cuba that this was a natural event due to Cuba's proximity to the US.
The imperialists, on the other hand thought the same thing. Washington never dreamed that the Revolution would be able to survive before the threats and pressures imposed by it. Accustomed to treating Cuba as a colony, completely ignorant of his history, and imagining that the counterrevolutionaries they underestimated the Cuban people. There has never been a politics so blind, so arrogant as the one demonstrated by Washington. It's dirty politics is such that it still endures forty years later.
The gross lie, which stated that the revolutionary government was going to take the children away from their parents, depriving them of parental rights, was circulated by the CIA and the counterrevolutionary element, occurred at the same time that the govt. was doing the opposite. For at that time on May 20, 1960 decree number 797 instituted by the Ministry of Justice, gave the people the right to take out birth certificates ( at the time the revolution had triumph there were tens of thousands of Cubans who did not have the money needed to take out a birth certificate ), totally free, and to marry legally. That law gave rise to Operation Family which aided 500 thousand children born out of wedlock. Never in Cuban history, in such a short time, has so much been done to fortify and consolidate the family and family rights.
Those that propagated the lies within Cuba, were those who had lived in perfect harmony with corrupt politicians; those who never did anything to alleviate the miserable living conditions; never did anything to resolve the the tragedy of many Cuban families.
